Apple Enterprise certificates and Commercial banking companies in Iran

Recently apple has been blocked access to their Internal Enterprise certificate program for Facebook and Google. These two companies are not the only companies in the world to use this feature! not for internally use.

In Iran, Because of the U.S sanctions many Commercial banking companies are not able to put their iOS apps up on App store for Download, So all iOS device owners in Iran are using their internal enterprise certificates to download those apps in their mobile device.

For example, BMI(Bank Melli Iran) has a messenger app which you can have a transactions with your friends and families accounts.

They also have simple tutorial for their users so can learn how to install their apps.

So the question is, who is issuing these certificates? Who tested and audited their apps as they have access to user’s devices.
